Administration
The Town of Biscoe operates under the Council–Manager form of government. In this structure, the Town Council serves as the legislative body, establishing policies and setting the overall direction for the community. The Town Manager, appointed by the Council, is responsible for the day-to-day administration of Town operations. The Manager oversees all department heads and staff, advises the Council on policy and administrative matters, and ensures the implementation of Council decisions.
The Administration Department supports the Town Council by carrying out its policies and initiatives. It also serves as a central resource and liaison for all Town departments, helping to ensure that services are delivered to residents in an effective, responsive, and cost-efficient manner. Additionally, the department is responsible for enforcing Town ordinances, managing contracts, maintaining official records, and overseeing the work of the Town Attorney, who is appointed by the Council.
The Administration Department is composed of the Town Manager, Human Resources Administrator, Finance Director, and administrative support staff. The department also oversees front desk operations at Town Hall, including processing meeting room rental applications and collecting various fees and payments.
Duties of the Town Manager
In accordance with North Carolina General Statute §160A-147, communities operating under the council–manager form of government appoint a Town Manager to serve at the pleasure of the Town Council. The Manager is selected based on executive and administrative qualifications and serves as the chief administrator of the Town.
The Town Manager is responsible for administering all municipal affairs as directed by the Town Council and carries out the following duties:
- Appoints, suspends, or removes all Town officers and employees who are not elected officials
- Directs and supervises the operations of all Town departments, offices, and agencies
- Attends all Town Council meetings and recommends actions and initiatives for consideration
- Ensures that all state laws, the Town Charter, and all ordinances, resolutions, and regulations adopted by the Council are properly enforced
- Prepares and submits an annual budget and capital improvement program for Council review
- Provides the Council and the public with an annual report on the Town’s financial condition and administrative activities
- Submits additional reports as requested by the Council regarding Town operations
- Performs other duties as assigned or authorized by the Town Council
