Board of Commissioners

The Town of Biscoe operates under a Council–Manager form of government, a system that combines the leadership of elected officials with the administrative expertise of a professional manager. In this structure, the Mayor and five elected Commissioners serve as the Town’s governing body, setting policy and providing overall direction. The Board appoints a Town Manager who is responsible for carrying out the Board’s policies, overseeing daily operations, and managing Town staff.

The Board of Commissioners is responsible for adopting the annual budget and establishing the property tax rate. They adopt ordinances, or local laws, that govern issues such as development and noise, and they approve Town policies and fees. In addition, the Board appoints volunteers to serve on advisory boards and commissions that support the Town’s operations and community initiatives.

The Board of Commissioners meets on the second Monday of each month at 6:00 PM in the Commissioners’ Meeting Room at Town Hall, located at 110 West Main Street. Meeting dates may be adjusted due to holidays, and additional meetings or work sessions may be scheduled as needed. All meetings are open to the public, and residents are encouraged to attend and participate.
